get paint tool sai or photoshop and get gimp. Gimp is good for basic things, like cropping resizing and stuff, but it's drawing tools are not the best. paint tool sai is the best (in my opinion) for drawing, and photoshop is like a nice medium between gimp and sai (it has both resizing and drawing tools)
you can definitely get photoshop for free on adobe's website (you have to sign up tho) and GIMP is free too, SAI isn't free but you can always just find a free download somewhere (which is what I did)
